The low-carbon economy is a hot topic in today's world and an inevitable trend in the development of all countries.

China's energy growth from 2003 to 2008 is very fast, but the proportion of coal in the energy structure has remained basically unchanged, and clean energy accounts for only 7% to 8%. At present, Japan's clean energy ratio is 20%, Europe is 20%, the United States is 30%, and Brazil is over 50%. Our low carbon economy is not so competitive. We must change this situation and our traditional way of thinking. We cannot continue to waste domestic resources. The State Council has proposed to incorporate the goal of developing a low-carbon economy into the 12th Five-Year Plan as a binding indicator. But more importantly, economic measures are needed. The low-carbon economy is first of all an economy, which means that it is necessary to use market-based means to formulate policies that are more conducive to promotion. Local governments must make up their minds that high-carbon industries such as steel and cement are oversupplied and should not develop rapidly. We must plan well and create good development ideas. After the WTO, the market economy is the only legal system, and the low-carbon economy must also take the road of marketization and must obey the laws of the market. Europe can go so far in the low-carbon economy that they have adopted a carbon trading system and the EUETS (European Emissions Trading System) system to promote the development of a low-carbon economy. Germany, Denmark and other countries have adopted new energy policies, creating a new energy industry. It should also be noted that the low-carbon economy cannot find shortcuts. There is no shortcut. It takes at least 20 years and 30 years to form. It took more than 30 years of hard work to reach today's level in Europe
